Campaign records from the North Carolina State Board of Elections show that Marc Basnight received $68,000 in contributions in April and October 2008 from the officers and family members of Atlantic Corporation based in Wilmington.  The President of Atlantic Packaging is Russell ‘Rusty’ Carter.  Mr. Carter is, according to the News and Observer, a past fraternity brother of former Governor Mike Easley.  According to the News and Observer, Governor Easley twice appointed Mr. Carter as a Trustee to UNC-Chapel Hill.

Mr. Carter was called to testifiy under subpeona to the State Board of Elections in their investigations into the former Governor. As President of Atlantic Packaging, Mr. Carter used his corporate jet to fly Governor Easley to the Outer Banks in 2004 for a fundraiser.  This trip was not reported and Mr. Carter had already contributed $4000 in Oct 2004, making the value of the  flight above allowable campaign contribution limits.  Testimony at the SBOE investigation by Nick Garrett indicated that Mr. Carter may have also donated money to the Governor through his children.

According to SBOE records, of the $68,000 contributed to Marc Basnight in 2008 from Atlantic Packaging related people, $8000 came from Mr. Carter, $8000 came from his wife Susan Carter, $8000 came from his father Horace Carter and $4000 came from his son Wes Carter.  The more things change, the more they stay the same…
